  1. Apologies for Absence

  1. Declarations of interest


There were no changes to the declarations

  1. Approval of Minutes of 6th November 2014


These were signed as a true and correct record, Councillor Rootham proposed this, Councillor Campbell seconded, all in favour.


  1. Public Question Time.


There were no members of the public.

  1. Matters arising.


The work on the trees has been approved by the Borough Council, but in the meantime the Electricity Board had cut back some of the trees. Alchemy Trees to be asked to review their proposals.


The Land Registry has sent the details of the ownership of the boundary to the allotments. The Clerk to write to the owner of property number 9 and ask them to make good the fence.


  1. Defibrillator – We are waiting to hear about training, the defibrillator should be available soon, and it will be added to our Insurance.


  1. Village Hall –There has been no development on the siting of Solar Panels, a second opinion was not in favour. We will be informed if the situation changes.


  1. Available Land – Councillor Cole had spoken to the vendor of the piece of land on the edge of the village, the bids had started at £70,000 and gone up to £75,000 and the £80,000. The Parish Council had registered an interest in buying a part of the land as a common asset. The vendor was sympathetic to this. The Council could fundraise or increase the precept or apply to the Secretary of State for a loan. There was discussion regarding splitting the land and use of the land. It was agreed that the Clerk would contact Danny Moody at NCalc for more information regarding interest rates and repayment etc. If necessary a meeting with him could be arranged and it was important to move this forward before the next meeting. Councillor Cole proposed and Councillor Campbell seconded this, all in favour.


  1. Correspondence


Councillor Cole had spoken to Charlotte Cook regarding Neighbourhood Watch signage, County are saying the signs should be registered, which needs paying for, or they will come and tear down the signs.


Councillor Morris proposed and Councillor Campbell seconded we adopt the 9 signs as part of our asset list and include them in our Insurance


North Northants Joint Planning Committee – Forthcoming consultation on Pre-Submission North Northamptonshire Joint Core Strategy (JCS) Clerk to advise we don’t want a hard copy.


NCalc, ACRE, NCC sent various newsletters. Including request to publicise the elections in May. Clerk to see about obtaining election forms.


Also information regarding transparency, account information will need to be on the website, Clerk to discuss this with Councillor Gosling.

  1. Finance 

The Speed sign which is shared with Isham Parish Council needs repair this will cost £350 and a new battery is needed which is £80.


Councillor Campbell proposed and Councillor Huckvale seconded that this is ok to go ahead and that the Parish Council will fund half of the costs incurred, all in favour


Councillor Rootham proposed, Councillor Campbell seconded and all in favour of increasing the precept by 2% to £7446.

There were no planning applications.

It was agreed to authorize Steve Miles to get the mower serviced before the new cutting season starts. The Clerk will get 3 quotes for cutting the village, just to compare.

This will be Thursday 5th March 2015, at 7.30 in the village hall
