18. Present:

Councillors Cole (Chairman), Campbell (Deputy), Gosling, Hutchins, Rootham, Councillor Timms, (WBC) and the Clerk.

 

19. Apologies:

Councillor Morris sent his apologies which were accepted

 

20. Declaration of Interests:

There were no new or additional declarations
21. Approval of Minutes of 9th January 2014.

 

These were approved as a true and correct record, all in favour.

 

22. Co-option
We can now co-opt another councillor as there has not been a request for an election. This will be discussed at the Annual Parish Meeting.

23. Matters Arising

 

23.01 05.02 The Clerk has received details of the costs of village signs from both Geddington and Little Harrowden £3000 and £4500 respectively.

23.02 Councillor Hutchins will have some information regarding the sign for the Annual General Meeting on 8th May.

 

24. Street Lighting

24.01 Prices have been received from E-on

24.02 Councillor Campbell has got more information from another company regarding what we need do regarding replacing lights and will report back

24.03 Clerk to contact Councillor Bell regarding any available funding.

25.Village defibrillator

The application for funding has been completed and we are waiting to see if we are successful. The Clerk will chase if we have not heard by the end of the Month.

 

 

 

26. Maintenance of Seats etc.

 

Bosworths have quoted £1450.00 + VAT without repairing the bus shelter, Wellingborough Norse have quoted £570 + VAT for benches etc and £380 +VAT for bus shelter roof repairs,  Councillor Cole proposed we us Norse Councillor Rootham seconded, all in favour.

 

27. Footpath along Harrowden Road

The grant from Councillor Bell has been received and the Clerk will ask Highways to start the trial holes, and advise Mr Kemp of this.

28. Parish Enhancement Gangs

 

It was noted that last year they did a good job.  Any requests for them to do any work this year need to go to Councillor Cole as soon as possible. They do various small repairs/renovations in the village, to signs, paths etc.

 

29. Speedwatch

 

Councillor Campbell is struggling to get 10 people willing to go on the training which takes place on 29th March, so it is unlikely to happen.  It was noted that 2 Police Officers had been in the village with traffic guns recently for about half an hour. The parking guidelines mentioned in correspondence were discussed and it was agreed to put the phone number to report badly parked vehicles on the village web site, and to mention it at the Annual Parish Meeting.

31. Finance.

 

31.1 The Following accounts were approved for payment.

 

826      Orlingbury Village Hall – rent            £  6.00

827      HMRC PAYE                                                £ 50.40

828      A McLaven salary                               £ 35.00

828      Sywell Mowers servicing mowers      £496.85

 

32  Planning

 

WP/2014/0081/F single storey front extension 8a Pytchley Road Mr Torlot – no objections just vehicles and materials to be kept within curtilage during construction

 

33. Any Other Business

 

33.1 We need to provide an article for the new magazine as other Parish Councils give more information that we have at the moment.

 

33.2 There is a lot of leaf debris in the drains, Councillor Cole will report this to Street Doctor.

The next meeting is the Annual Parish Meeting on Thursday 3rd April 2014, and the meeting after that is the Annual General Meeting on Thursday 8th May 2014.
