Minutes of Annual General Meeting held in the village hall

On Thursday 21st May 2015.

Councillors Cole, Campbell, Huckvale, and Alison McLaven Clerk, PCSO Phil Wane, Andy Gosling, Penny Meadow-Jones, and Paul Morris.

  1. Declarations of interest

 

The new declarations, following the elections are to be signed and returned to the Clerk before 3rd June.

  1. Approval of Minutes of 5th March 2015

 

These were signed as a true and correct record, Councillor Campbell proposed this, Councillor Huckvale seconded, all in favour.

 

  1. Election of Chairman

 

Councillor Huckvale proposed and Councillor Campbell seconded Councillor Cole to be Chairman, all in favour.

 

  1. Election of Deputy

 

Councillor Cole proposed and Councillor Huckvale seconded Councillor Campbell to be Deputy, all in favour.

 

  1. Public Question Time.

 

There were no members of the public.

  1. Matters arising.

 

Clerk to chase TVA quotes and ask other contractors to quote.

 

  1. Co-option

 

Councillor Huckvale proposed and Councillor Campbell seconded, , Andy Gosling, Penny Meadow-Jones, and Paul Morris be co-opted as Councillors, all in favour.

  1. Village sign

 

An email had been sent out with the sign as it is progressing, we have to decide on a colour, but this depends on where it is sited, so it was agreed to wait until then.

 

Councillor Campbell is going to meet with Helen Howard from Highways to show her the site and Helen will advise what to do next.

 

It was agreed that the sign should be sited on the little green, but if this is deemed unsuitable the second choice is outside the church.

 

  1. Orlingbury Dovecote

 

The County Council have written to ask the Parish Council to consider the transfer of the freehold title of the Dovecote. There was a discussion, as the Parish Council would need to increase the precept to do this, and NCC have more contacts available to do any necessary work to keep it in good condition. Councillor Cole proposed that Northamptonshire County Council still look after the Dovecote, unless there is addition income available to us to look after it. Councillor Huckvale seconded, all in favour.

NCalc updates and training information

BT adopt a kiosk. Following discussion Councillor Cole proposed, Councillor Meadow-Jones seconded the Clerk to email and find out more information, all in favour.

OPCC re Clock maintenance, the amount paid in 2013 was £336 and in 2014 was £420, and they are expecting to pay £525 in 205, Councillor Cole proposed and Councillor Campbell seconded Clerk to write and advise we will pay half of the annual costs, and for the invoice to be sent along with floodlight invoice in November.

WBC- removal of trees 3 Rectory Lane, the borough wish to put a tree protection order on these.

Police – Special’s Parish Summit – PCSO Wane advised that the Police are looking to provide Special Constables who live the village that they serve, which is proving quite difficult with small villages, but they are hoping to get volunteers.

 

  1. Finance including Annual Return

Section 1 and Section 2 of the Annual Return were approved by the meeting. Councillor Cole proposed that they were approved and signed, Councillor Cambell seconded, all in favour.

 

It was noted that we had been chosen as part of the 5% of councils that have to submit extra information, this will be sent back with the Annual Return.

Councillor Cole proposed and Councillor Huckvale seconded agreeing to the Insurance for a three year period, saving 5% on premiums.

There is no further information available on when the village will get superfast broadband.

 

  1. Date of next meetings

 

These will be 16th July 2015, 4th September, 5th November, 14th January 2016, 10th March, 7th April,

(Annual Parish) and 5th May (Annual General), all to be held at 7.30pm in the village hall.
