Minutes of Meeting held in the village hall

On Thursday 5th March 2015.

  1. Apologies for Absence

 

Councillors Gosling sent his apologies and Councillor Hutchins offered his resignation, due to leaving the area, both of which were accepted.

 

  1. Declarations of interest

 

There were no changes to the declarations

  1. Approval of Minutes of 8th January 2015

 

These were signed as a true and correct record, Councillor Rootham proposed this, Councillor Campbell seconded, all in favour.

 

  1. Public Question Time.

 

There were no members of the public.

  1. Matters arising.

 

The work on the trees has been done by Alchemy Trees, and he has suggested a TVA, due to dead wood, Clerk to contact him for the price of the TVA.

 

The Clerk to write again to the owner of property number 9, Pytchley Road and ask them to make good the fence bordering the allotments.

 

The available land has now gone to approximately £150,000 but there is the possibility the purchaser maybe amenable to selling some of the land to the Parish Council.

 

  1. Elections – The Borough council have yet to advise when the nomination packs will be available, but they will have to be returned by 9th April.

 

  1. Village Sign- Councillor Hutchins believes that they have started cutting out the template, he will manage and liaise over this as it moves forward.

 

  1. Defibrillator –Training, will take place next Thursday, with at least 6-8 volunteers. There is only one set of pad, which are one use only, Councillor Morris proposed and Councillor Campbell seconded buying a second set, all in favour.

 

  1. Enhancement Gang – The County Council have asked for requests for the gang when they come to the village later in the year. It was agreed to ask them to cut all the rubbish from around the village signs at all 4 entrances to the village, and for councillors to give any other requests to Councillor Cole so that he can fill out the form and return by the due date.

 

  1. Accessibility

 

From July 2015 Councils will have to publish information, minutes, agendas, all items of expenditure above £100, annual governance statement, internal audit report, list of councillors and responsibilities and details of public land and building assets.  Clerk to liaise with Councillor Gosling to ensure this can be done and to set up email for Clerk.

 

  1. Annual Parish Meeting

 

This will be held on 9th April, with all village organisations being invited as usual.

 

  1. Correspondence

 

Parochial Church Council – asking if the council would be willing to contribute to half the annual costs of maintaining the Church Clock. Before the Clock was modernised the Parish Council did pay half of the costs, but when it was modernised funds were raised which have been used, and are almost depleted. Clerk to ask for an approximation of the costs and the matter be discussed at the next meeting.

 

WBC – Housing needs survey – shows a need for 3 properties, but it was noted that the last time one of the affordable housing was available it took a long time to fill.

WP/15/00101/FUL- first floor extension over existing garage with office in loft over, internal alterations and new enclosed porch, 30 Pytchley Road, Mr D Sharpe – No objections

It was noted that the day it snowed there were a lot of accidents.

 

Knotweed was discussed again and it was agreed Councillor Cole would go and speak to the  resident, as there were concerns over eradication

 

  1. Date of next meetings

 

These will be the Annual Parish Meeting on 9th April 2015, and the Annual General Meeting

on 21st May, following the elections, both to be held at 7.30pm in the village hall.
